High Priest - not endowed question
New to these forums, I am looking for policy in the general handbook on becoming a High Priest without being endowed. I have a brother in my ward who is 79, a HP and not ever endowed. Very active. If this is the case, could this brother be a member of the bishopric? Hypothetically speaking.

I could see that happening if getting to the temple imposes a serious hardship. Looking at General Handbook 7.1, I'm not seeing anything that would prevent him from serving in a bishopric.
I suspect the policy is written with the idea that in some places it's a serious hardship to get to the temple. (Such as several days travel and/or an expensive ticket.) However, the Stake President has to approve all names summitted for consideration to be a member of the bishopric. He may be reluctant to call someone who hasn't been endowed in a stake where many have been endowed.

They've certainly changed the role. There's no more meetings at the ward or stake level. However, in most cases one is ordained to HP when being called into the bishopric.

No. Most high priests are members of their ward elders quorum. Those called to bishoprics, as high councilors, or the stake presidency are still ordained high priests and are part of the stake high priests quorum, along with the stake patriarch, while they serve in those callings.
When they are released, they return to the elders quorum. General Handbook 8.1.2 has a brief description and links to more detailed information.

You could also look at this thread: Bishopric counselor without endowment. As commented there, I would suggest that if this hypothetical situation became a possibility, that the Stake President might focus on making sure the brother is a temple recommend holder, or at least temple-worthy. It just seems appropriate for me that a Bishopric Counselor who gives temple recommend interviews, should himself be temple worthy. Nothing in the Handbook requires that, so just my two cents.
